"An immortal gambler based in Shinjuku's Kabukicho district, he played a key part in the founding of the Outlaws guild and remains one of their core members. In betting as in battle, he excels at defeating his foes through long, grueling battles of attrition that push both himself and his opponent to their limits. This tendency to play the long game means he often struggles to see eye to eye with fellow gamblers who regard their profession as a matter of instantaneous luck. While he maintains a cool and rational exterior, he is actually highly superstitious and resents his competitors in Kabukicho for contaminating him with ill-fortune. It seems that he was once good friends with Kengo Takabushi, but their paths have since diverged."

He has no considerations for his own safety whether it comes to betting or disputes, and he specializes in drawn out battles of attrition. Tetsuya doesn't get on well with gamblers who believe that "betting is about a moment of fortune and a flash of ruin." He used to be friends with Kengo Takabushi, but after certain circumstances happened they parted ways. He's secretly superstitious, so he hates the idea of his business rival also located in Kabukicho infecting him with his poverty and misfortune.
