this.. might just straight up be a reference to Yabai Kamen, who’s a tokusatsu “villain” who does street shows and performances for kids, and while he’s ‘evil’ it’s mostly cuz he’s sick of people not picking up after themselves and always encourages kids to clean up the streets, cuz he wants a clean world for everyone.

Could it be that Algernon has a broom as a nod to his name's source (Flowers for Algernon)? It's about a janitor that got brain surgery for an experiment to increase his intelligence, but in the story Algernon is the mouse that was the first test subject. I don't know how he's affiliated with Michael and Amaterasu though. Bad guy or not, I admire this robotic broom man
